Scott Busby

Director for Office of Multilateral and Global Affairs in the Bureau of Democracy, Rights and Labor, U.S. State Department

Scott currently serves as Director for Office of Multilateral and Global Affairs in the Bureau of Democracy, Rights and Labor where he oversees the Bureau's work in multilateral fora, internet freedom, business and human rights, the vetting of U.S. assistance for human rights concerns, and the protection of vulnerable groups. Before that, he was Director for Human Rights at the National Security Council from 2009-2011 where he managed a range of human rights and refugee issues. He has previously worked at the Bureau of Population, Refugees and Migration, the National Security Council (under President Clinton), UNHCR and the Immigration and Naturalization Service (INS). Scott holds advanced degrees in sociology and law from the University of California at Berkeley and received his B.A. from Amherst College.
